Here you can see how an entire wheel can be loaded with passengers on the ground. Once loaded and locked in, the arm would raise, lifting the wheel into the air. Then, the arm would start to rotate to take the wheel further up into the air. Soon after the arm rotation began, the wheel's own motor would start up, spinning the wheel. Meanwhile, on another arm, that wheel's motor would shut off, and the wheel's spinning would come to a stop. When the arm had rotated into final position, it would lower the wheel to the ground for unloading and loading. The cycle would then repeat.
